How can I join another state / zone?

This will depend on your base level. Below level 6 you can move for free to any state with the newbie teleport. After level 6 you have to wait until you are level 10 and use the state immigration event when it opens for your state. It costs money and there are restrictions on where you can move to.

Check the guide page for state immigration for more details.
