To change states, make sure you're logged into the account you want to move. Go to the high level world view and click the arrows at the edges to navigate to the wanted state. Click anywhere and it gives you the option to teleport. No matter where you click, it will drop you at a random location. Once you're in state, you can teleport one more time to move your City near your alliance.
