What is the difference between Technology Progress points and Alliance Contibution points? How can you only have contribution points but no technoly progress?

The progress points simply add up to increase the level of the item until it is able to be researched. When you donate resources / diamonds this increases the progress.
When doing this you will also receive contribution points. These are yours and when you collect them you can spend them in the alliance shop to buy items.
