When can you emigrate to another state why I can not teleport? I have reached level 6, I have not teleported anywhere and my free teleportation disappeared first showed that my base was to reach level 6 and then teleportation disappeared free when possible.
Once you reach level 6 you can no longer move fully to a different state for free. When you start you will have newbie teleports that you can use to change state but they will disappear when you reach level 6.
You can wait until you are Level 10 and for the state immigration event to open for your state, this will cost money to buy the tickets needed to move.
Alternatively just start a new game and move that city before you reach level 6.
