I was wondering what else consumes fuel beside vehicle when not upgrading building?

Only the vehicle troops will consume fuel constantly. You will need to deliver fuel to the power plants for them to generate power. And and marches that you make with your APC's (e.g. to attack zombies or gather) will use some fuel as well.
