I have a level 18 base with 5 level 18 houses. Population is currently at 121000/133000. For a 97% bank efficiency. I can’t build more houses until base 19. Why am I stuck at 97% efficiency? Is there a tech upgrade I’m missing?

No there isn't a tech upgrade. I guess this is just a part of the game, possibly intended or perhaps just not calculated very well by the developers. Once you upgrade a bit further though you will be able to build another house.
