The resources needed are: 3.9 million Electricity, 60 million Fuel, 34 million Money, 120 million Lumber, 89 million Iron, 60 million Food

You also need to have:

Population: 350k, Embassy lvl 24, Ration Truck lvl 24

Seven houses at level 24 only gives 343,000 population. How can one gain another 7,000 population?

The base also adds some population allowance so when you add this on to the maxed houses you will have enough.
