"when alliance representative function is open alliance card can be used"

I receive this message when i try to place an alliance card on the slot. How do I open the alliance representative function though?

You need to have golden alliance card and place it in your class card use, you have to enroll yourself to the position of representative

How to become alliance representative? when I click it was telling like u should have orange card. What is that?

The devs have been rolling this out to states in groups. It just opened in 363 a week ago.
