How do bases create and place Farm Plots?

If you mean the resource plots to gather from then this is done in the wold map by tapping on the Build menu option. In the world you will only have the option to build Resource items or Honor items if its during a doomsday event.

Select the resource option and then the type of plot you want to place. You can place them almost anywhere on the map but there are some restrictions.
