The arms supply agreement does not need to be cancelled. It will expire after the time runs out. You can renew it if you want to.
UPDATE: the game offers a single purchase and a subscription. If you subscribe then you will need to cancel through your app store. In your google play / itunes etc account there will be an option to view your subscriptions.
