Are you winning the battle? You may not be strong enough to take that plot, either in terms of infection immunity or troop strength. If you are winning then you may not have spare plots to take. There is a limit on how many plots you can occupy at once. Check the Territory tab in the Doomsday menu to see how many plots you can take.
