Is it ever possible to be past 30 days in the game and switch to a different state?

Yes you can change states after this time once you have reached level 10. You have to use the state immigration option though that costs money. If it isn't open in your state yet you may need to wait for a few weeks.

Check our guide for more details on state immigration.
