Can someone help me with the Enzo heroe?

Can someone help me with the Enzo heroe? Do I need to pay every month to use it? I have paid once to get the construction building, but when the building is desctivated, need I pay more to use Enzo?

As long as you leave him (or the foreman) stationed in the construction building, you don't have to pay again. But if you take them out, you'll pay again to put them in again
