I have 22 cost capacity, but why there is no option to stationed hero at training camp (fighter / vehicle or shooter) ? should I change my class to raider before ?

There are a few heroes that you can station at the training camps to speed up training and reduce costs. If you have these heroes then they will appear in the Military Tab in the Stationing Management Building 'Station' menu screen.
