When you say invite do you mean reinforcements to protect your base or apc's to join your rally?
The number of rallied troops you can have (that can join any rallies that you start) will depend on the level of your Headquarters building. You need this to reach level 12 to be able to have 4 rallied troops.
The reinforcement capacity depends on the level of your Embassy building. This needs to be level 15 to allow 4 reinforcements to help you.
