Can you attack 2 Wendell’s at the same time?

You can create a rally with each of your available APC's as long as you choose different targets. So you could set up 4 rallies against wendells if you want. You will need to get at least 2 others to join each rally for it to start. You will only get rewards from the first one that makes the attack though.
