I used to be able to move buildings but now when I hold it, it just logo rotates for like a second..

Sounds like a glitch. I have the latest update and it is working ok. I would guess that closing and restarting the app should fix this for you. If not then check that you are not missing an update.

If it doesn't fix it then try contacting the game support to report the problem.

Reinstalling the game is an option but only if you have definitely bound your game successfully so that you don't lose it.
