How does a base level 13 have 4 apc trucks?

They cannot have 4 trucks on their own (unless its broken) but they can have reinforcements. If you are attacking the base ant they have 4 APC's defending then the extra 1 or more will probably belong to an alliance teammate who is reinforcing them.

person in 784 state is definitively level 13 and has 4 apc... how come?
