After going to a gold state can your state go back to silver?

If you mean the clash of zones divisions then yes, states are promoted up from silver to gold, or gold to Legend is they are in the top 4 at the end of the 4 weeks. If your state is then in the bottom 4 of legend or gold your will be demoted down 1 division. So if you don't do well in Gold you will end up back in silver.
