How many migration tickets would it take to move a base 24 and 25 please?

That would depend on your relative power level in the state you are moving to. If you are at a high power rating and are moving to a state with a low average power then the cost could be higher.

You can check though. Go to the state immigration event menu and select a state to go to. You will visit the state map where you can tap a plot to locate to and choose the immigration option. This will show you a screen to confirm and will show at the bottom the number of tickets you need to move there. You can back out of the move at this point without buying the tickets if you don't want to continue.
