The troop has already been marched. Formation is not allowed?

This message would suggest that you have looked at the APC formation (troops / hero assignment) while it is busy marching or camping somewhere. When you exit it tries to save the formation but no changes can be made while it is away from your base.

Alternatively you have tied to send your APC to join a rally that has already set of for the target.
