Does ration truck only feeds population?

The ration truck is for the population. Troops are 'fed' from the available resources shown at the top of the screen, (food and fuel). If you don't have enough here to feed them though they stop being fed but you don't lose any troops. (it just means that your available food and fuel will stick at a set minimum)
