I have a Purple Hero token with no specific Hero on it. Why can't it be used as a universal token..

I have a Purple Hero token with no specific Hero on it. Why can't it be used as a universal token for a hero unlock? I wish to unlock Nora's next food abilities.

I think all of Nora's skills that require purple medals to unlock specify that the medals must be Her own specific medals. Some heroes are like this, in that they only accept their own specific hero medals.
