Why I can't change state even I'm still base lvl 5?

How long have you had the game account? The newbie teleports that allow you to change state before level 6 expire after 15 days. You also only have 2 teleport items to use.

Did you guys ever figure this out? I'm having the same problem and i don't see this listed in the below. I'm not even a full 24 hrs in, level 5 I try to move states and it says I can't change servers.
