How do I move a new building when I can't build a road?

Press and hold on the building until you get a green check mark and a red X. You should be able to move your building freely to any legal spot.

This happened to me where the building just had a spinning wheel when I tried to move it. I found that closing and restarting the app on my phone resolved the issue. On restart, I was able to hold my finger on the building, avoid the spinning wheel, and was given the option to finally move it.
