I'm a celebrity level 19 but I cant join on welcome ceremony even though there are still 2 slots available..

I'm a celebrity level 19 but I cant join on welcome ceremony even though there are still 2 slots available to get higher rewards. I want to join and make us 3 celebrities. So how does it work?

You can only join the 3 slot quest while ppl are marching, if the quest is already started you cant join them
