"Zone Commemoration" is the way to go. It uses a lot of Courage Medals but it will be worth it. You get a lot of rss, diamonds and other things through completing the Clash of Zones Challenges. If you run out of Courage Medals you should research "Rapid Production", "Basic Combat" and "City Development". After all these are maxed you should focus on your Class APC and the training time in "Basic Military".

I don't see Zone Commemoration

Zone Commemoration and Zone Conflict research tree unlock as you level up. I believe you need to get the Institute building (research building) up to level 8, but I am not sure if this is accurate.

It also doesn't unlock until your zone fights in a clash of zones for the first time

Meaning you have to be in the zone from day one of clash of zones to qualify? I'll see what happens after the new CoZ starts but my research institute and base are at level 9 now. Maybe it depends on your status from day 1 of CoZ, level-wise?
