We have a rogue player. He created his own alliance with open recruitments. I can join his alliance. However, I can not see his location on the map. Nor can I try to send reinforcements to him. Why?

Even as an r1, you should be able to see the r5 location. He is the only persons location you can see at rank 1.

He is probably hiding in another DD state when he’s not active in his home state.
