Why does my tower have a truck icon on it?

It's to do with the Exploration option. It seems that other players who have an advanced exploration unlocked (a VIP purchase) can explore in your cities area. The truck icon in your tower means someone is exploring near you.
You can tap on it to find where they are and it may be possible for you to rob them while they are doing it.
