Will my luxury skin change appearance on outside? Will other people see upgrade as well?

Yes your luxury skin will be visible to everyone but that wont stop anyone from attacking you.

The luxury base skin needs to be unlocked with blueprints that you collect form the daily tasks. You need 300 for the skin. To unlock the skin you need to build the School of Architecture building. This is found in the build menu under the 'Build' option.

Once built just tap on it and then the Landscape option that comes up. Here you can unlock the various cosmetic extras for your city. Tap the Skin tab at the top to find the Luxury base skin.

Well it’s 600 blueprints now , 300 would be nice
