Why my population is stop at 63360 but may house is max at base 15? I need 70000 of population to upgrade may base to 16 pls help me..

Check your houses. I believe you should be able to build 5 houses. Make sure they are all levelled up to 15. This plus the base population amount should give you a maximum over 70000.
Make sure also you have food and water in the Ration Truck so that your population is maxed.
