Can you please tell me if shielding in the middle, around the base, is limited to a specific level? I cant seem to shield there as a lvl 13 but I have seen lvl 18 shielded in the middle.
Not sure what you mean by shielding around the middle. Bases do change in appearance as you level up, so it may just be how that level of base looks. You can have shields to protect you from attack but they cover the whole base.
If you teleport to another state then you will see a different color bubble over the spot that you occupy in your original state while over there.

At any level you can shield your base. You just need to buy a shield in your alliances store or via your base: city buffs.
No cool down time required.
There is just purple shield or gold one that you can use in a mud.
We call the brown area in the center of the map "the mud" and no you can't shield there. There's no reason a small base would be in the mud area. This is only used for larger bases in Battle for the Launch center.
