How to build structure on alliance center 2?

When you select the Honor option from the build menu the game unfortunately places you automatically at AC1. It makes it difficult to then place structures at other centers.

To get to AC2 or other centers: After selecting the Honor section but before you select a building tap on the small grey Alliance center icon that appears on the lower left side of the screen. This will open a list of your available Alliance centers and let you select 'Go to' for each one. Go to alliance center 2 and then you can select the building to place.
