You have to have a newbie teleport item in your items menu to be able to change state before level 6. I am not sure if you get 1 or 2 of these at the start. You cannot get any more.
Once used you can't change state anymore. If you have one left then you should be able to port, if not then use the in game support option to ask the developers.
