How do I get training dummies to upgrade my heroes?

Training Dummies are for leveling up your officers. This level only affects the performance of your officers in "special operations" which you can access via your Chinook (it's a helicopter in your base).

The best source of training dummies are from doing the "Counterattack" stages in your Special Operations page which you can access using your Chinook

Each counterattack stage you complete nets you level 3 training dummies and the rewards increase as you clear harder stages.

You can also obtain dummies by completing the special operation stages (represented by yellow flags in the special operations page)
