Merit Medals increase officer rank and are best used on days that a 2x buff is running.

5 star medals are a promotional material that is used to make a 4 star officer into a 5 star officer. While it is still best to use these on a " Promotional material utilization day" so you save your other promo-materials, the 5 star medals will cost the same on these days, at least on my battlefield.
