It will increase you in rank. It does so faster than using fragments. Max rank is normally 12 (XII). This increases your officers abilities.

If you only upgrade and promote 1 officer per day, that helps you earn points in your daily quest to build rewards. After upgrading to level 10 and promoting the new officer to a 2 star, fuse it to your main officer to increase rank.

you do not have to promote it to level 10 or rank 2 to fuse. waste of promotional materials and training dummies. previous answer should be ignored.

For sure, a huge waste. I’ve tried it both ways, several times, with exact same results. But I am starting to believe that the amount of officers that you recycle at the same time gives you more merit/dummies relative to the amount of officers recycled. I’m not positive, but I’ve never recycled more than one officer and been given the minimum amount of merit/dummies.
