There is technically no difference whether you are R2 or R3. Its more like of a promotion of sort for your efforts for your Corps. However, an R3 can promote or demote members lower rank than him/her. Usually, these tiers are graded depending on your HQ level and your overall power rating. Getting promoted to R4 on the other hand requires either loyalty, activeness, and certain leadership skills. Also, only the leader can promote a member to be an R4.
