Did you mean how to build corps command level 1? If so, go to your corps tab (assuming you are the leader of the corps), click on the corps development tab, and when it drops down, pick the corps building option and from here, you'll be able to build the command center on a place you pick on the battlefield.

How do I get corps command level one so I can build stuff and all and attack secret base

You have to get a certain number of blocks in order to build corps command. Once corps command is built than you can attack secret base. I don't recall how many blue blocks you need, maybe like 5000. Oh and you also have to have a certain number of members in your corps in order to build it. I think it's 40 to start but will increase when you want to unlock other features in the corps cmd.

I have 5000 blue blocks it says I can’t do it contact a member that can ??????
