How do you quit the game entirely?

Just delete the game installation from your device. If you haven't played for a while, people would tend to notice and attack your base until your resources are depleted. If the game notice that you get attacks frequently, it will automatically teleport you to another location, and if your base persist to show no progress after a battlefield sweeping event, your progress will then be permanently deleted.
