How do you get "quick action" in this game?

Quick action like instant build? If so, there are game events that enable HQs to perform an instant build (UFO icon), which will automatically upgrade a building without having to render any wait time at all. Otherwise, you also have the option to pay gold -- a premium resource in the game to do a similar function.
