Why do I not get the right amount of power from upgrades?

You probably haven't got the full upgrade yet? Like it needs more fractions, or more training dummies. Try to check your actual Officer Level indicator, star promotion, or rank in the avatar -- to check if you were actually able to upgrade/promote your officer.
