Top Commander of your world would be measured on a lot of things, but most especially on your total power rating, and activeness in the game. This will automatically be computed for by the game.

You have to take and hold the center base for 8 hours. It opens at a set time and you will likely have to fend off others seeking to become Top Commander also.
