I can’t seem to get more than one officer even though I am now hq9 and 793366 power?

You can recruit officers every so often for free under Officer > Recruit. You can also recruit more often by paying gold or using a signer if you have one in your items. When you get 100 fragments of one, you can “fuse” that into an officer. A red dot will appear on Gallery and if you click it, you can then select the officer and then fuse.
