How do you use the officer talent to learn?

The officer must be 5 star and you must have an extra complete officer or purchase a talent learning book pack. Once you have either or both, you select the officer, then select talent at the bottom of the screen, and then select the complete officer or talent learning book at the bottom of the screen and it will randomly increase 3 buffs shown on the talent screen.

What if you have 2 of same officers a 12 and a level 10 and you consume the level 10 do you get more for it or still just 3 random skills 0 0 REPORT
