In war how do you use the 3rd option down? Its costs like 2000+ diamonds. Do you use it after your third energy hit on another team? I can't find anything about it

Reinforcements go on their own when you select them. But it is a waste of diamonds. You’re better off putting those diamonds into your fort during registration.
