Using reinforcements during war does how much damage?

Using reinforcements during war does how much damage? It says 2x the amount of damage for the union that you attack, but it attacks all unions. So is it double damage for all unions?

Double damage for all unions

It will deal double damage to the union or unions you use your hits on while reinforcements are active!
