Apart from directly improving the Empire's overall power when you level up your Viziers, each your their stats also have their unique impact.
Military - improves the outcome of battles
Research - improves the value earned from trade levies
Politics - improves the value earned from grain levies
Prestige - improves the value earned when recruiting soldiers
