Tap to union; then tab to union manager; and then tab to the first player with a different logo than rest of the player... U will get the first player as a leader in Union manager

they probably didn't need their own union, the leader of another union. 1 0 REPORT
Long story short, you cannot easily access a union leader, you can only find their name in the rankings section, and then you can check the server rankings to see if they show up in that list or in a time limited rewards list.
