Union Voyages are locked for a couple reasons. There is a union level requirement for all, but the first one. The second reason is that the Union Leader/Deputy Leader has not opened it to allow you to add visiers. Elites can open one up with their own diamonds, but cannot spend Union Funds to open one up.
